The device comprises a tower frame, an end sealing device, a vacuumizing pipeline, a quartz sand filling pipeline, a propelling device, a heating furnace, a clamping and traction device, an optical fiber perform cooling device and a diameter measuring instrument; the heating furnace is arranged on the tower, the propelling device is arranged on the tower on the upper part of the heating furnace, the clamping device is arranged on the lower part of the heating furnace, and the optical fiber perform cooling device is arranged on the lower part of the clamping device; the end sealing device is arranged at the upper end part of the quartz sleeve and is provided with a vacuumizing pipeline and a quartz sand filling pipeline which are respectively used for vacuumizing the quartz sleeve and filling high-purity quartz sand into the quartz sleeve; the lower part of the outlet of the heating furnace is provided with a diameter measuring instrument which measures and controls the outer diameter of the drawn optical fiber preform through a sensor.
