The wet sludge is dried by utilizing the heat of the flue gas to be dry sludge, the dry sludge is incinerated in the incinerator, the tail gas generated in the drying process is treated by the gas treatment device and then returns to the incinerator as secondary air to be incinerated, the toxic and harmful substances in the tail gas are prevented from being directly discharged into the atmosphere to pollute the environment, and the waste heat of the tail gas is recycled, so that the energy is saved.
