The default QoS rule indication and the QoS flow ID of the transmitted QoS rule may not change. Two new 5GSM reasons can be defined: semantic errors in QoS operations (cause value #83) and syntactic errors in QoS operations (cause value # 84). The UE may check the QoS rules provided in the PDU session modify command message for different types of QoS rule errors.

If none of the non-default URSP rules match the application, then the UE attempts the default URSP rule, which contains all matching traffic descriptors.
