The method deploys a plurality of wave beams on a base station in a same-frequency mode, and equally divides a space domain into a plurality of regions, and each wave beam rotates in a corresponding region to cover the region and serve users in the region; in each scheduling time slot, firstly determining the users to be allocated of the wave beams in the first area, and then sequentially determining the users to be allocated of the wave beams in the next adjacent area. The method constructs a beam resource utility function based on differentiated service requirements, user fairness, time delay and user cache, can effectively represent the service quality of the network, and constructs a multi-user multi-beam resource allocation optimization model by taking the utility of the total users of the maximized network as a target function. The method realizes the high-efficiency distribution of the multi-beam through two processes of beam selection and user scheduling, and can effectively improve the service quality of the network.
