The weight determination method comprises the steps of establishing subjective weight, establishing objective weight and objectively calculating comprehensive weight, wherein the subjective weight is established based on triangular fuzzy number, the objective weight is established based on a rough set theory, and the subjective weight and the objective weight respectively account for 50% when the subjective weight and the objective weight are objectively calculated, so that the comprehensive weight corresponding to each attribute index in the heterogeneous network is obtained. By adopting the method of combining subjective and objective weights, the weight for determining each attribute of vertical switching can be found from two aspects, and reference is provided for the vertical switching time of PDT (private police network) and B-trunC.
