The current-collecting conducting layer can be manufactured only by cutting the conducting carbon cloth, and the air diffusion layer and the catalyst layer are respectively prepared by the following components in percentage by mass of 1: 3 and 1-2: 1 BP2000 type conductive carbon black is mixed with PTFE emulsion, and the PTFE emulsion is bonded on two sides of the carbon cloth, and then is sintered and formed at high temperature. The preparation method disclosed by the invention is simple in process, the prepared cathode plate can keep high-efficiency stability under the environments with different pH values and different current densities, and the current efficiency can reach more than 90%.
